Mobilizing Sustainable Finance for Apparel Decarbonization

Mobilizing Sustainable Finance for Apparel Decarbonization

Challenge

The global apparel and textile industry must reduce greenhouse gas emissions by 50% by 2030 to align with climate targets. While industry frameworks and funding platforms are in place, achieving meaningful impact requires translating global commitments into deployable capital within complex, country-specific financial and policy environments.

Key manufacturing markets such as Bangladesh, India, and China present significant decarbonization opportunities, but manufacturers face barriers including limited access to affordable finance, fragmented policy frameworks, and risk perceptions among lenders.

Approach

The Apparel Impact Institute (Aii) engaged Development Finance International, Inc. (DFI) to help assess these environments and identify practical financing pathways to accelerate deployment of renewable energy and energy efficiency solutions at scale.

  • In-Country Assessments: DFI conducted field visits and stakeholder consultations across priority manufacturing markets, engaging over 100 stakeholders through 60+ meetings and roundtables with government agencies, development finance institutions, local banks, industry associations, energy developers, and manufacturers to assess financing barriers and enabling conditions.
  • Country Landscape Reports: Insights from these engagements directly informed the development of three in-depth country reports for Bangladesh, India, and China. These assessments:
    • Analyzed concessional funding, credit lines, guarantees, and blended finance mechanisms
    • Assessed policy and regulatory environments
    • Quantified indicative capital requirements and financing gaps
    • Provided country-specific recommendations to improve capital deployment
  • IFI and Ecosystem Alignment: Leveraging DFI’s long-standing relationships with International Financial Institutions, the team identified opportunities to align existing development finance programs with Aii’s decarbonization priorities — focusing on unlocking and coordinating capital rather than creating new funding structures.
Outcomes
  • Mapped over $11 billion in confirmed and pipeline climate finance including three country-level reports across priority markets, with additional opportunities identified across Southeast Asia
  • Estimated over $50 billion in total financing required to meet 2030 decarbonization targets across key manufacturing countries
  • Strengthened coordination among 100+ public and private sector stakeholders across priority markets
  • Delivered actionable recommendations to improve concessional finance access, de-risk investments, and accelerate deployment of renewable energy and energy efficiency solutions

DFI bridges global climate ambition and local financial execution. Through in-country engagement, IFI expertise, and financial ecosystem mapping, DFI helps partners translate decarbonization strategies into actionable, market-specific financing pathways to accelerate deployment without duplicating existing capital structures.
